Governance

  1. Volunteer Grievance Procedure (Approved by GRFR board on 12/24/2012)

  3. Board members are elected for a term of one year (Approved by GRFR board on 9/19/2013)
  4. Members of a GRFR Board of Directors Nominating Committee may not be included on any slate submitted by that Nominating Committee. (Approved by GRFR board on 7/17/2014)
  5. All coordinators will report to a member of the executive committee (Approved by GRFR board on 9/19/2013)
  6. Term Limits will be imposed as per the by-laws (Approved by GRFR board on 9/19/2013)
  7. Board membership is approved by the Board of Directors. All other staffing decisions will be made by the Vice Chair or Coordinator responsible for overseeing the work of the position (Approved by GRFR board on 9/19/2013)

Foster Homes and Placement of Dogs

  1. Dogs must be up to date on Rabies vaccinations before they are adopted out unless there is a medical reason why they cannot be vaccinated. (Approved by GRFR board on 2/21/2013)
  2. All foster homes will execute a liability release (foster contract) for GRFR prior to receiving their first GRFR foster dog. (Approved by GRFR board on 2/21/2013)
  3. Foster homes agree to keep their foster dogs for a minimum of 120 hours and a minimum of 168 hours for puppies (dogs 6 months and under) before seeking placement in a permanent adoptive home.  (Approved by GRFR board on 7/9/2016)
  4. Foster home volunteers agree to get all vetting needs through the vetting coordinator (unless it is an emergency, in which case the vetting coordinator will be contacted as soon as possible). (Approved by GRFR board on 2/21/2013)
  5. Foster home volunteers agree to wait to receive names of prospective adopters directly from the adoption specialists and not circumvent this by getting names from an alternate source. (Approved by GRFR board on 2/21/2013)
  6. Foster home volunteers agree to not add any medical information other than the vaccination status to the adoption contract unless specifically told to do so by the vetting coordinator or an officer of GRFR. (Approved by GRFR board on 2/21/2013)

Applicant Processes

  1. Applicants must not house dogs in either outdoor kennels or in the garage while they are away from the home or as the dog’s designated sleeping quarters. (Approved by GRFR board on 3/21/2013)
  2. All adopters must have a completed adoption application on file at the time they adopt. (Approved by GRFR board on 3/21/2013)
  3. Applicants may not have metal edging in the fenced area of the yard unless it is either capped or has a rolled edge. (Approved by GRFR board on 3/21/2013)
  4. Applicants may not have any condition in their yard that is accessible to the dog that is deemed hazardous or unsafe to a dog. (Approved by GRFR board on 3/21/2013)
  5. All residents human and canine must be present at an adoption meeting. (Approved by GRFR board on 3/21/2013)
  6. Applicants must be interviewed by 3 separate volunteers before adopting a dog for the first time: a phone interview, a home visit, and a meeting with the foster home or foster home representative.  An exception is automatically granted if the person conducting the phone interview or home visit adopts their foster dog to the home, and the foster dog was not in their care at the time they did the initial interview.   (Approved by GRFR board on 9/19/2013)
  7. Adopters of puppies must ensure the puppy will be provided with meals suitably spaced in accordance with the recommendation of their veterinarian, and ensure the puppy will not be crated without relief for longer than one hour for every month of age plus one hour. (Approved by GRFR board on 9/19/2013)
  8. Any dogs currently in residence with an applicant must, at a minimum, be sufficiently predictably social with certain other dogs, such as only submissive males or only submissive females, that they can be safely introduced both to a volunteer’s dog and to a foster dog. (Approved by GRFR board on 9/19/2013)
  9. All applicants, including previous adopters, must be able to demonstrate that they provide vetting for any other dog living in the home prior to being approved to adopt.  (Approved by GRFR board on 9/19/2013)

Dog Processes

  1. Adopters must agree to allow dogs to be inside or have access to the inside of the home when they are away. (Approved by GRFR board on 3/21/2013)
  2. All transportation volunteers will execute a liability release prior to transporting a GRFR dog. (Approved by GRFR board on 3/21/2013)
  3. Foster home volunteers must abide by all the requirements expected of adoptive homes. (Approved by GRFR board on 3/21/2013)
  4. Foster-To-Adopt volunteers agree to have a 7-day decision period to determine if they will adopt a dog.  In some cases, an appropriate coordinator (e.g., foster coordinator, vetting coordinator) may grant an extension due to the dog’s medical or behavioral condition.  After which time they will take appropriate action to either execute the adoption contract with the fee OR submit a bio and pictures for their foster dog to be advertised on the GRFR website. (Approved by GRFR board on 3/21/2013)
  5. Dogs that have a history of aggression towards either people or other dogs are not accepted into GRFR’s program.    (Approved by GRFR board on 9/19/2013)
  6. Dogs may not be adopted out without a duly executed written adoption contract and receipt of payment.  (Approved by GRFR board on 9/19/2013)
    7. Transportation volunteers may not transport their own dogs while transporting dogs for GRFR. This restriction does not apply to foster homes when transporting their own foster dog. (Approved by GRFR board on 9/19/2013)

Financial Processes

  1. No Board member or volunteer may receive remuneration from GRFR except for reimbursement of expenses with receipt.  (by-laws) (Approved by GRFR board on 3/21/2013)
  2. Adoption fees are set at $300, except the adoption fee for puppies (dogs 6 months old and younger) is $350 and the adoption fee for seniors (8 years and older) is $175.  (Approved by GRFR board on 7/23/2016)
  3. GRFR’s financial accounts will require only one signature on deposits and withdrawals. (Approved by GRFR board on 3/21/2013)
  4. GRFR does not make payments without actual invoices or receipts. (Approved by GRFR board on 3/21/2013)
  5. All veterinary bills must include the GRFR tag id for the dog(s) whose treatment is represented on the invoice. (Approved by GRFR board on 3/21/2013)

Communications Processes

  1. Board meeting minutes will be published to the Board within 10 days of the Board Meeting (Approved by GRFR board on 9/19/2013)
  2. Board meeting minutes will be published to coordinators (Approved by GRFR board on 9/19/2013)
  3. Board meeting minutes will be posted on the private portion of the website to enable all volunteers to view them (Approved by GRFR board on 9/19/2013)
    4. Access to the GRFR website will be by a unique login id assigned to each volunteer; volunteers should not share their passwords with other volunteers (Approved by GRFR board on 9/19/2013)
  4. Last names of individuals may not be used in public communications (newsletters, etc) (Approved by GRFR board on 9/19/2013)
